THE COURT ORDERS THAT:

1.    The application for leave to file the documents lodged with the Court on 30 July 2026 being:

(a)    the affidavit of Mr Johny Chi dated 1 July 2026, including the annexed originating application; and

(b)    the further affidavit of Mr Johny Chi dated 10 July 2026

is dismissed without an oral hearing.

REASONS FOR JUDGMENT

PERRAM J:

1    On 30 July 2026, the applicant lodged for filing two documents, being:

(a)    an affidavit dated 1 July 2026, annexing an originating application for judicial review of a decision of a registrar of this Court; and

(b)    an affidavit dated 10 July 2026 in support of the proposed originating application.

2    The documents were referred to the filings judge who made a direction on 31 July 2026 under r 2.27(f) of the Federal Court Rules 2011 (Cth) that the documents not be accepted without leave of the Court. The applicant now makes an application under r 2.27A for leave to file the documents.

3    I am not satisfied that the proceedings have any prospects of success.

4    Leave to file the documents is refused.
