CORRIGENDUM
In the above judgment handed down in Canberra on 11 November 1999 by Justice Finn please note the following amendments in the Reasons for Judgment:
(a) page 18, paragraph currently unnumbered, to be numbered "54";
(b) pages 18-56, paragraphs currently numbered "54" to "174" to be renumbered "55" to "175" respectively;
(c) page 18, renumbered paragraph "55", delete "(vi)" and substitute "(vii)", with like deletions and substitutions for renumbered paragraphs "56" to "59";
and in the certification:
(a) delete "one hundred and seventy-four (174)" and substitute "one hundred and seventy-five (175)".
